Art draws on more than 35 years of experience as a senior official of the Federal Reserve Bank of New York and as a management consultant to advise financial institutions on all matters related to risk management and supervisory policy. During his distinguished 27-year tenure at the Federal Reserve Bank of New York, Art served in several senior positions involving both the oversight of the largest, most complex global financial institutions and international policy development. He led the risk function in the New York Fed's financial institution supervision group and co-led the group charged with overseeing complex financial institutions.
Art was a member of the Federal Reserve System's executive committee that oversees the annual Comprehensive Capital Analysis and Review, as well as a member of the LISCC Operating Committee, which oversees the Federal Reserve's day-to-day supervision of the largest, most systemically important U.S. and foreign financial institutions operating in the U.S. On an international level, Art was the New York Fed's representative to the Basel Committee on Banking Supervision and co-chaired its working group on liquidity; he also was a member of the Senior Supervisors Group.
Art led the unit created to monitor primary dealers that participated in the New York Fed's Primary Dealer Credit Facility from 2008 to 2010. He also was the examiner-in-charge at one of the largest U.S. bank holding companies and supervised a portfolio of foreign banking organizations operating in the U.S.
For 10 years following his career at the New York Fed, Art was a managing director at Promontory Financial Group and, subsequent to Promontory's acquisition by IBM, a Partner at IBM Consulting. In that role, he counseled clients on a variety of risk management and regulatory compliance issues.
